Backdrop

Examples of Strategic Bigotry of USA are in hundreds. Only a few are quoted below with specific reference to India;
· When India started acquiring weapon platforms from USSR, the US government said “Those who are not with us are against us”.
· When the then Indian PM Mrs Gandhi visited USA to meet President Nixon he used abusive language for her.
· US sent its 7th fleet to support Pakistan during 1971 war.

· President Joe Biden coerced Russia into cancelling Cryogenic Engine deal with India. But supported annual grant of USD 1.5 Billion every year for five years to Pakistan.
· Successive US administrations ignored India highlighting Pakistan’s support to terror activities. It was taught an unforgettable lesson on 9/11. Ironic but true the master mind Osama Bin Laden was sheltered in Pakistan.
· And now USA has descended to abysmally low levels of strategic depths by openly threatening India. US Democrat Senator Blumenthol, a probable and possible drug addict looking at his facial expressions while openly threatening India to stop buying oil from Russia else face 100% Tariff.
Current Status of USA in Global Arena
· EU is no longer with USA with same team spirit as it was during cold war era.
· Canada wants to join EU as associate member.
· Current US administration believed that Iran will capitulate in a few days. Instead Iran has caused severe damage to US war machinery. The war continues with USA trying to achieve a respectable withdrawal.

· USA has kneeled before Turkiye and removed the ban imposed after Turkiye purchased S-400 from Russia.
Trump Presidency
First term of Trump presidency was perhaps more rational and supposedly had more competent advisors unlike the current advisors in his second term. Trump’s own utterances border from irrational to insane. In order to prove this point a brief review of treaties agreements signed/negotiated by Trump administration is listed below.
Reincarnation of QUAD
Immediately after Permanent Court of Arbitration passed a judgment against China and in favour of Philipines in 2016 China commenced massive logistic plan to create artificial islands in South China Sea (SCS) region and declaring it as China’s territorial waters. This altered the international power balance. QUAD, a treaty in hibernation was suddenly woken up from deep slumber by USA as a ‘non’ Military Alliance.
Facts are listed below;
· For nearly a decade QUAD remained in hibernation. It was in 2017 that the then heads of state of Australia, India, Japan and USA decided to revive QUAD.
· QUAD was a forgotten treaty prior to 31st December, 2019.
· USA openly stated that India was an extremely important member of QUAD because of its proximity to Indian Ocean Region (IOR).
· What has been (and will be) the stand of nearly all governments of QUAD nations on two burning issues faced by India? Firstly the J&K issue and secondly boundary dispute with China?
· China does not approve of QUAD and expressed displeasure in no uncertain terms by issuing diplomatic protest.
· Military exercise MALABAR by the Navies of India, Japan and USA was the major outcome/accomplishment of QUAD.

· USA, Australia and even Japan has opposed India’s stand on Jammu & Kashmir in the United Nations.
· In the existing international power balance, QUAD nations (other than USA and India) have little or no contribution/influence. Australia geographically as well as militarily lies at one corner of the globe and does not/cannot influence any military outcome in any part of the world. Australia, at best, remains a ‘back-bencher’ in the geo strategic equation. Japan has her own problems with China. Both these nations have openly criticized India going nuclear but conveniently glossing over ‘terroristan’ increasing her nuclear arsenal.
· Compulsions facing each of the QUAD nations will keep them engaged with resolution of their respective problems. USA, the international super power has numerous compulsions of her own, which will be briefly listed below..

US Compulsions
China. In the post IInd world war era no US administration had ever done deep analysis about China by adopting thoughtful and rational process based on facts as was done by Trump’s NSA Lt Gen McMaster. His analysis culminated in preparation of a written document called National Security Strategy in 2017. This document contained numerous postulates differing widely from US perceptions of previous administrations but most tantalizing part was total reversal of how US viewed China. Proverbial glass ceiling was shattered to pieces. NSS clearly and categorically identified Xi regime as anti-US or an avowed adversary by listing rules made by CCP, which were detrimental to US economy. Trump, thus became first POTUS to show the mirror to China. US-China ‘engagement’ is far more serious than the erstwhile US-USSR confrontation during four decades of cold war. US-China ‘engagement’ can turn into a shooting match at short notice engulfing the rest of the world as well. China’s military build up is vastly disproportionate to its defensive requirement. Chinese posturing during China-US deliberations at Anchorage is a pointer of things to come in near future.
Russia. Obama regime attempted to improve relations with Russia by giving ‘clean chit’ to Putin. Even Trump administration continued on same route ignoring Kremlin’s assassination policy of Putin’s opponents. Growing bonhomie between China and Russia will become a major politico-military deterrent to US in times to come. Obama altered the famous ‘wait and watch’ precept to calling it ‘Strategic Patience’. The term ‘Strategic Patience’ is perhaps synonymous with ‘Flexible Response’ used in the context of nuclear retaliation during cold war era. Neither term indicates the will to address the main issue; the threat. Usage of such terms invariably indicate indecision/incapability to take tough and hard decisions in time. Most recent cyber breaches of top level US departments has been attributed to Russian hackers. Cyber security has thus become the Achilles heel of USA in spite of billions of dollars spent on creating air tight cyber security.

North Korea. Trump became the first POTUS to not only meet the North Korean dictator but also actually set his foot on the North Korean soil. China’s vice like grip over North Korea ensured that two Trump-Kim meetings produced no results. North Korea declined to abandon the nukes. Nuclear weapon tipped SSM of North Korea remain the most potent threat to US security.
Iran. Trump’s decision to withdraw from JCPOA in 2018 and subsequent sanctions imposed has created a highly unstable situation. Iran was but few baby steps away from producing nuclear weapon. Iran has faced US and Israel onslaught with unbelievable retaliation causing unthinkable damage to US image as a super power.
Economic Security. Trump said ‘Economic Security is National Security’. In the history of USA toughest measures were instituted to develop aggressive and most comprehensive national economic security to contain Chinese growth. America’s standing as an economic power has been seriously challenged for the first time ever by the Dragon. ‘TARIFF WAR’ unleashed by Trump in his second term has been a crowning failure of US policy.
State of US Defence Forces. Operations against Iran has been found to be operationally difficult to sustain. ‘Floating Airfields’ another name for super carriers cannot sustain long duration deployment.
Above stated facts in brief have been mentioned to clearly highlight the issue that USA as a nation can barely take care of her own interests. Should we allow any nation to dictate terms to us on any issue, particularly related with our national security?
AUKUS Treaty
Consider following;
· Was there any need for US state department to make a categorical statement that India and Japan will not be added to AUKUS, keeping in view that then Indian PM was on an official visit to USA to meet POTUS, attend QUAD summit and address UNGA? It could have been done after PM’s departure.
· Was USA trying to convey a message about validity/importance of QUAD vis-à-vis newly created AUKUS?

· Will/can/has AUKUS treaty result in retaliation by China and result in China ‘gifting’ nuclear submarine/s to Pakistan and/or Iran creating a non existing threat till now become a reality for India and Israel?
· Will AUKUS treaty result in proliferation of nuclear weapons?
· USA has shared nuclear propulsion technology with only one country, UK about seven decades ago.
· Will US offer India same technology, India and USA being part of QUAD?
· After vacating Afghanistan the ‘international policeman’ was out of job. In order to maintain its unblemished record of placing its foot in mouth with uncanny regularity intact, a treaty like AUKUS was in consonance of practicing strategic bigotry without considering its effect on global strategic scenario.
· All US and UK nuclear propelled submarines use highly enriched uranium (HEU), which is very close to weapon grade uranium required for a bomb. While technical details of the deal are not yet known, it would be safe to assume that even the Australian nuclear submarines will use HEU. Consequences of making weapon grade uranium available to Australia might/will lead to smaller ‘threshold nations’ also trying to acquire similar technology, may be from Russia and/or China. South Korea, Iran, Taiwan fall into category of ‘threshold nation’.

· Techno-legal aspects of AUKUS treaty highlight the professionally profligate aspects of all three member countries, two being members of UNSC. As per the deal Australia will acquire eight nuclear powered submarines by way of technology transfer. The much touted Non Proliferation Treaty terms and conditions were suitably tailored to introduce a techno-administrative loop hole due to which a non nuclear weapon state could divert fissile material for peaceful purposes. Submarine propulsion is considered a ‘peaceful’ activity. Such diversion of fissile material is not under the purview of IAEA inspection.
· Chances of Chinese offensive against Taiwan increasing manifold.
· China has upscaled production of nuclear warheads to match USA and Russia.
Future
In the developing geo strategic scenario, where mere holding of weapon platforms and/or largest standing military strength is of little or no consequence unless it is backed by open power projection and clearly defined intent. India must change her defunct policy of ‘No First Use’ of NUKES to ‘NEED BASED FIRST USE’. US Military failure to subdue Iranian retaliatory response is clear example. INTENT is more important than CAPABILITY.
Latest example of strategic bigotry of USA is a deal with Pakistan, an acknowledged terrorist state having the ‘privilege’ to be placed on FATF list thrice, to provide drones by a company POWERUS. Sooner than later it will be controlled by Trump’s son. Trump is promoting business with Pakistan through conglomerates owned/controlled by his son and son-in-law.
A ‘no name’ democrat US senator has had the guts to use undiplomatic language for India. That was not as bad as no rebuttal/response from the office of the President yet. Trump’s hold on his party is weakening with seven republicans voting against Trump proposal on Iran war. Mid term election results barely six weeks away will perhaps show the mirror to a ‘lame duck’ president. Arrogance does not survive in international diplomacy and has extremely short life span.

USA has been clearly told in no uncertain terms that India will continue to exercise its options to meet energy needs from wherever it deems fit. USA has no right to dictate terms. India will reciprocate in a befitting manner should insane advisors of Trump impose 100% tariff on India merely because India continues to buy Russian oil. Let it be stated candidly that Russia-Ukraine war is FUELLED and FUNDED by USA and EU nations member of BRAIN DEAD NATO.
