An approach paper with above title was conceptualized, drafted and finalized by Team Victory India during 2015 .Hard copies of the same were sent to the COSC and 3 Chiefs. It was well received by our hierarchy and a positive reply received from Chairman , COSC to Team Victory India. The approach paper and response from COSC were well covered Pune Print media, Shashwat Gupta Ray of Sakal Times, Pune .


It has been exactly 10 years since above mentioned happenings and a lot of water has flowed down the rivers Mula - Mutha . During this last decade ( 2015-2025) there have been many changes in our military hierarchy , officer leadership , cadets and instructional staff at our military academies ,including NDA .

There have also been changes in the those holding high offices in MoD including Defence Minister, UPSC, DIPR , AG ,DG (R) & SSBs, all intricately linked with selection & training of military officer cadre. The hierarchy ,staff and cadets at our elite military training academies too have changed . Hence ,what was well documented by Team Victory India in 2015( ie.a decade back ) is not known to the present stake holders both military and civil . Hence, there is an imperative and inescapable need for all concerned to know what all was included in this approach paper and so painstakingly documented by a team of dedicated and devoted tri service officers/ veterans and civilian lecturers / professors for posterity !


To enable this decade old document lying in various offices of the MoD and HQs of three services to be passed on to the present generation of military leadership ,instructional staff and cadets of our military academies and all dealing / concerned with selection and training of military officers ,the PDF of this valued document is made available below :

It is pertinent to mention that on 28 May 2015 the then RM Shri Manohar Parrikar was personally handed over the above document and briefed by me about the same after which he extended full support for the Victory India Campaign. The RM who was the RO at NDA PoP On 30 May 2015 remained connected with Team Victory India till he left for his heavenly abode . This complete approach paper is being published by MVI for better awareness of present serving fraternity , interested veterans and also for wide readership and better awareness of our readers.
