Mecca Agreement : Islamic NATO?- Gp Capt TP Srivastava

“Trilateral pact signed by Pakistan, Saudi Arab and Turkiye on 7th August, 2026 is the most recent Military pact in recent times. The pact has copied NATO Article V, almost verbatim by including a provision that any attack against any of above mentioned nations will be deemed to be attack on all.”



Background


Implications of this pact for India is now being discussed by military strategists in India. It is astounding to read that most of these self opinionated strategists have considered it to be detrimental to India. Few have opined that it would/may pose grave security threat to India in future. Bangla Desh expressing its inclination to join the pact is the latest icing on the ‘cake’. Egypt is being named as another candidate to join the pact. Before dissecting the actual and genuine effect on India wrt national security threat, each nation’s relations with India as at present are listed below.


Pakistan


India-Pakistan relations are crystal clear and leave no doubt. Indo-Pak relations have been hostile, are hostile and will remain hostile in foreseeable future. Pakistan is a nuclear weapon state with its stated policy of use of nukes against India only. However Op Sindoor has called Pakistan’s bluff. Indian military carried out multiple attacks on strategic targets deep inside Pakistan causing substantial damage but Pakistan leadership developed cold feet to respond with nukes as had been stated hundreds of times by military and puppet civilian leadership over the years. Pakistan rewarded the losing General Asim Munir by promoting him to the rank of Field Marshal and has transferred/shifted power and authority to him.


Pakistan is acutely conscious of the fact that any nuclear strike by India on Pakistan, pre-emptive or retaliatory, will destroy Pakistan almost completely. Therefore Pakistan is unlikely to take the risk of self destruction notwithstanding utterances by its leaders. Op Sindoor has clearly enunciated India’s resolve that any misadventure by Pakistan will not go unpunished. Instability in heavily fortified area along Line of Control will remain.



Saudi Arab


India’s relations with Saudi Arab have always been cordial over the years but have improved by more than few notches since 2014. Strength of Indo-Saudi relations is based almost entirely on economic parameters with little or no military relationship. Our bilateral trade has already crossed the USD 40 Billion mark and should touch the USD 50 Billion mark shortly.


Turkiye


Indo-Turkish relations have been frosty at best of times. Major irritant is continued unequivocal support of Turkiye to Pakistan on the issue of Jammu & Kashmir. However a significant aspect of Pak-Turkiye relations is enormous military relationship, which is decidedly detrimental to India’s security interests. Turkiye aviation industry has taken giant leap and is on the cusp of producing its own fighter. For records: Outside US Mainland Turkiye is the only country, which has been assigned the role and capability of F-16 upgrade. Attack helicopters and weaponised drones from Turkiye are already in active service in PAF. Turkiye suffered a major diplomatic set back when it acquired S-400 from Russia. USA ejected Turkiye from the F-35 programme. However latest developments indicate that USA might reconsider its decision to allow Turkiye to rejoin the F-35 programme. If that happens it will be a major technological boost for Turkiye aviation industry.


It is unlikely that Turkiye will actively support Pakistan in any future conflict with India but what is certain is that Pakistan will receive massive aid in form of military hardware indigeneously produced by Turkiye. PAF pilots regularly fly Turkish Air Force F-16s.


Indo-Turkish relations remain on the same page even after 7th August, 2026, the date of signing the Mecca agreement. If at all it is for Turkiye to worry with India deciding to arm Cyprus after both countries upgraded their partnership to next strategic level. Cyprus has shown interest in Brahmos. If that happens, Cyprus will threaten underbelly of Turkiye.



Global Military Implications of the Pact


Veracity and operational efficacy of the pact was tested within 48 hours of signing. HOUTHIS (also known as Ansar Allah) carried out a daring strike on one of the largest Saudi refinery ARAMCO located in city of Jazan in south west Saudi Arab. There was no reaction from Pakistan and Turkiye.


Mecca Agreement has decidedly impacted the strategic calculus in middle east, which was hitherto been under US influence (read hegemony). It reflects continued reduction in US influence since 1991 Op Desert Storm.


Chinese Reaction. Middle Kingdom, as China calls itself, rarely supports or oppose agreements between nations. There has been no reaction from the hierarchy yet. Wang Yi declined to give a direct answer to the implications of the pact when asked by a reporter. But China must be welcoming the fall out of the pact; the beginning of decline of US influence in middle east. It is pertinent to mention that China and Iran have signed a 25 year agreement on energy security few years ago. Reactions on social media has called this pact as ‘SUNNI NATO’. Chinese social scientists and military experts have termed this pact as detrimental to India’s interests without assigning any substantive reason/s.


However China might gain a ‘backdoor’ entry through Pakistan for China’s military hardware finding its place not only among the pact nations but entire middle east.


Russian Reaction. Russia has silently appreciated the first genuine step in middle east towards diluting US authority. Russia has continued to espouse the precept of multi polar world since disintegration of erstwhile USSR in 1989. In recent times Moscow has cultivated its relations with Muslim nations, Iran in particular. The pact does not affect or penetrate Russian sphere of influence in the region. S-400 sale to Turkiye, in spite of fierce opposition from USA was a diplomatic coup.


US Reaction. President Trump lauded the pact but avoided any mention of why a NATO member was signing a military pact with other nations. ‘US influence in Saudi Arab and ‘control’ over Pakistan is unlikely to diminish’ ; a statement by a senator. In August 2020 USA successfully brokered a deal between Bahrain, Israel and UAE called ABRAHAM ACCORD. Two years later USA was on the brink of convincing Israel and Saudi Arab but the ‘party’ was disturbed by the unexpected HAMAS attack on Israel on 7th October, 2022. With Saudi intentions to acquire nuclear capability for ‘peaceful’ purposes with US assistance, any deal with Israel in foreseeable future is unlikely.



Military Implications for India


Will the Mecca Agreement have any major strategic implications for India? A question that has been asked in various fora, print and visual media. Our Pakistan centricity afflicts our strategic vision in almost all areas where Pakistan is present. Hence this case is no different. But an objective and rational dissection of the implications of the pact will perhaps prove otherwise. In recent times Indian strategic thinkers have been infected by yet another virus of Pak origin. ‘The Asim Munir’ virus has caused opacity in our thinking and has led a large majority in believing that Munir’s status in international arena has scaled a new high. Munir’s role in getting Tehran and Washington on negotiating table has been that of a ‘MESSENGER’ and not ‘NEGOTIATOR’. Naming the defunct agreement as ‘Islamabad Declaration’ is mere semantics. At the time of writing Munir is on his 11th trip to Teheran. Although not explicitly stated Indian strategists view Asim Munir as ‘FATHER’ of ‘Islamic NATO’ pact. So be it.


Notwithstanding above stated facts India needs to digitally appreciate as to what substantive change will occur in the event of next Indo-Pak conflict. Pakistan and Turkiye responses need no elaboration. Response of Saudi is the only issue under consideration. In prevailing strategic calculus Saudi will, at best, act/react as a mediator calling on both nations to stop the armed conflict. Any military aid to Pakistan by Saudi in any form is virtually out of question.


We must also look into the past military pacts viz SEATO, CENTO signed by Pakistan and what effect if any, it had on our security. Islamic NATO is unlikely to be any different.



In fact the most favourable aspect for India might be an unintended ‘invite’ by Pakistan to Israel in form of strike on its nuclear facilities. Although unstated yet, Saudi desire to go nuclear courtesy Pakistan cannot be wished away. US is already considering nuclear association with Saudi. Israel will never allow Saudi to acquire nukes, even by proxy and will not hesitate to strike Pak nuclear installations. Will Indian government cooperate in allowing Israeli strike elements to operate from IAF bases? We have already discarded a golden opportunity nearly five decades ago.


Hence Pakistan by signing this pact has unwittingly ‘invited’ hitherto non-existent threat to its nuclear installations from Israel. Military value from India’s point of view in prevailing scenario is ‘Advantage India’. The pact does not change the threat scenario India faced till 6th August, 2026. By signing Mecca Agreement Pakistan has exposed its nuclear installations to a highly probable Israeli strike in the event of even a likelihood of Pak sharing its nukes with Saudi. In the realm of international diplomacy nothing is impossible. Proponents of ‘Two Front’ war can continue to enunciate their imaginary postulates.


Finally the future:


Zulfikar Ali Bhutto, the disgraced Prime Minister of Pakistan, later hanged by his protégé had said “We will eat grass but we will produce nuclear bomb”. True to his words Pakistan is literally eating grass. ‘Islamic Bomb’, the term used by Pakis did precious little to enhance Pakistan security. Will ‘Islamic NATO’ do better?



The only significance of Mecca Agreement is that it has been named after a place of worship. It has little or no adverse military significance for India. Post 7th August, 2026 relations between India and Saudi Arab remain on firm ground.


Fate of ‘father’ of Islamic Bomb is only too well known. Fate of ‘father’ of ‘Islamic NATO’ might be similar in none too distant future.
